The quality of links. Links from unpopular or spam sites don’t count for much. The vote is based on a Page Rank with Google which is a number that Google ranks your site on based on the number of incoming links and the page rank of the pages it comes from. For example, if I have a site with a page rank of 10 and I have 5 outgoing links to different sites then each vote is worth 2. If I had links to only 2 other sites then each vote will be worth 5. (I don’t lose anything for linking out, it just varies how much I spread my votes). This is why offers for 10,000 links for $10 are worthless. These are on sites with no imcomig links (so a very very low or even zero page rank) and this is split with 9,999 other sites.
